Resilient Gradient-Based Proactive RoutingThis synopsis is hereby issued in accordance with FAR 5.203. The Department of Navy, Naval InformationWarfare Center (NIWC) Pacific, intends to solicit, negotiate and award a Cost-Plus-Fixed-Fee (CPFF)contract and subsequent modifications, on a sole source basis to Raytheon BBN Technologies (CAGE3U6L5). NIWC Pacific requires architecture design, software development, testing, and performanceanalysis of the proactive routing component of the Next Generation Routing Protocol (NGRP). Theobjective of this program is to leverage algorithms, knowledge, and experience from previous relatedefforts, with a particular emphasis on the Networks Advanced Naval Technology eXercise (NetANTX) prizechallenge, to create a unified routing protocol that is adaptive, efficient, and scalable under the conditionstypical of Navy networks.The anticipated period of performance is 10 months. The Government estimates that the total effort (totalcontract value) will be
less than $250,000. The North American Industry Classification System (NAICS)Code is 541511, Custom Computer Programming Services with a Size Standard of $34.0M.The Government intends to negotiate solely with Raytheon BBN Technologies under the authority of 10U.S.C. 2304(c)(1).
