The State considers the following qualifications to be a pre-requisite in order to be considered a qualified Bidder for purposes of the solicitation. Bidders not meeting the qualifications below will be disqualified. Bidders may not use a subcontractor’s or any other entity’s qualifications to meet requirements. The following minimum requirements must be met by each Bidder: a) The Bidder shall have been in business for no less than five years prior to the bid due date. b) The Bidder shall have held three contracts of similar scope and size. c) The Bidder shall have had previous experience and possess adequate financial resources and organization to perform the type, magnitude, and quality of work specified. 1.5 Mandatory Pre-Bid Conference Bidders who wish to bid on this procurement are required to attend a pre-bid conference that will be held via WebEx on January 7, 2022 at 10:00am ET. A vendor is authorized to speak with representatives other than Designated Contact(s) for the sole purpose of the pre-bid conference (to arrange attendance, during the conduct of the visit and to pose questions). The session will begin with a brief presentation on the project, its scope and goals, and OGS procurement requirements. The conference will conclude with a question-and-answer period. Note that this process is expected to take an estimated two hours; attendees should prepare accordingly. IMPORTANT: Bidders wishing to attend the mandatory pre-bid conference should pre- register at least 48 hours in advance via email with the OGS Designated Contact, Lee Amado at Lee.Amado@ogs.ny.gov.
