Solicitation Description: Executive Summary HHSC is soliciting proposals from qualified hospitals to provide Forensic Inpatient Psychiatric Hospital Services, with the capacity of 20 patients. The Forensic Inpatient Psychiatric Hospital Services will support the growing need for forensic services in the state hospital system as demonstrated by the increase in the number of individuals committed to the state hospitals who are waiting for admission. Contractor must be able to provide required hospital services from this RFQ beginning September 1, 2022. Scope of

Work Competency Restoration is the process by which defendants who have been found incompetent to stand trial are provided treatment and education so that they have a rational and factual understanding of the legal proceedings they will encounter. The Texas Code of Criminal Procedures (CCP) states that inpatient competency restoration that is provided in a mental health facility can only be either a facility operated by HHSC or is contracted with HHSC for the purpose of providing inpatient competency restoration services. Contract Term HHSC anticipates that the initial duration of any contract resulting from this Solicitation shall be for a period of one year, starting 09/01/2022 thru 08/31/2023. Following the base term and any allowable extensions, HHSC may extend any resulting Contract for the purpose of completing a new procurement, and/or to transition to a new vendor if necessary, to avoid interruption in HHSC services. HUB Subcontracting Plan (HSP) Training HHSC PCS will conduct a HSP Training.
