noted above, at which time bids will be publicly opened and read aloud on Zoom; Zoom meeting details noted above. The Marin County Department of Public Works has transitioned its bidding processes to the Bid Express® online platform. Bidders can access current solicitations and a how-to guide for first- time Bid Express users by visiting the County of Marin Bid Express home page at https://www.bidexpress.com/businesses/53528/home. Once registered with Bid Express, bidders will be able to view project solicitations, download bid documents, view and add themselves to the plan holders’ list, and submit requests for information. Project Description: At milepost 25.00 of Sir Francis Drake Boulevard, excavate sediment to clear the clogged double box culvert under the roadway and remove excess sediment from associated channels upstream and downstream of the culvert. Project includes approximately 970 lineal feet of channel in Silver hills Creek and Old Bear Valley Creek to be excavated, two coffer dams, dewatering of the creek, clearing of vegetation for access and restoration of disturbed areas. The Engineer’s estimate for this project is $165,000. Bids are required for the entire work described herein. The Contractor shall possess a valid Class “A” License at time of bid submittal. To bid on this Project, the Bidder and all subcontractors are required to be registered as a public works contractor with the Department of Industrial Relations pursuant to the Labor Code. The WHITEHOUSE POOL SEDIMENT REMOVAL PROJECT COUNTY PROJECT NUMBER 2022-08 5 Bidder’s and all subcontractors’ registration must remain active throughout the term of the Contract. A Bid Bond in the amount of 10% of the total bid amount payable to the County of Marin shall accompany the Proposal. Award of contract shall be based on budget requirements and awarded to the lowest responsible bidder whose proposal complies with prescribed requirements, and contingent upon receipt of environmental permits by September 23, 2022. The Board of Supervisors of the County of Marin reserves the right to reject any or all bids and the right to waive any irregularities. The provisions of California Public Contract Code 22300, regarding substitution of securities for monies withheld to ensure performance shall apply to this contract. Pursuant to Public Contract Code Sections 7201 and 9203, the County of Marin shall retain 5 percent of the contract price until final completion and acceptance of the project. This project is to be advertised pursuant to Public Contract Code 22037. A pre-bid meeting is scheduled for Wednesday, August 31st at 1:00 p.m. The location for the pre-bid is Sir Francis Drake Blvd in Pt. Reyes Station, near mile post 25.00 (Whitehouse Pool parking lot). This meeting is not mandatory. However, a prebid site visit is mandatory. Bidder must visit the work site(s) before submitting a bid. Bidder shall thoroughly investigate the conditions which will be encountered in the project including, but not limited to, any existing underground and overhead utilities, steep terrain, stream channel vegetation, culvert condition, road width, space needed to maintain a single lane of traffic. Questions concerning the Bid should be submitted via Bid Express no later than 5 p.m. on Thursday, September 1, 2022. Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. The County of Marin hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business and woman owned business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award. Pursuant to Section 1773 of the California Labor Code, the general prevailing wage rates for Marin County where the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at the Department of Public Works. The U.S. Department of Transportation (DOT) provides a toll-free “hotline” service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 A.M. and 5:00 P.M., eastern time, Telephone No. 1-800-424-9071. Anyone with knowledge of possible bid, bidder collusion, or other fraudulent activities should use the “hotline” to report these activities.
