This is notice of a Request for Qualifications AND a Request for Proposals ("RFQ/RFP"). This will be a two-step process. In STEP I, City of Princeton ("City") seeks Responses to its Request for Qualifications ("Qualification Submissions") for the design and construction of a new Parks and Recreation Building ("Project"). No cost information is to be included in any Qualifications Submission. The City will select up to five finalists from the Qualification Submissions that are properly received. In Step II, the City will request a Proposal for the full Project ("Proposal") from the highest-ranked Finalist selected by the City. All inquiries must be submitted through the CivCast website. General Description of Project: The City of Princeton Parks and Recreation Department provides the community with activities and entertainment that promote a healthy lifestyle while preserving a natural environment for the enjoyment of citizens. The Parks and Recreation Department currently resides out
of City of Princeton municipal center and maintains and operates four parks within the City. The City of Princeton is seeking qualifications to design and construct a new parks and recreation building located on the northeast corner of North Beauchamp Boulevard and West College Avenue in the City of Princeton. The RFQ/RFP is for Qualification Submittals and Proposals from Respondents that are able to provide all the components of a 'design/build' project, either on their own or as part of a respondent team. The separate elements (design and construction) of the Project are not to be submitted separately. Only respondents (or respondent teams) having the ability to comply with all the requirements of the RFQ/RFP, and the Design Criteria, and also provide all the component parts of the Project (design and build) should respond. STEP I — Request for Qualifications. Sealed Qualifications Submission, addressed to the City, will be received on or before 10:00 AM on Thursday, February 22, 2024, at the City of Princeton City Hall located at 2000 East Princeton Drive, Princeton, Texas 75407. The City's RFQ/RFP is available to download on CivCast.com. MANDATORY PRE-RFQ-RFP CONFERENCE A mandatory pre-RFQ-RFP conference will be held on February 5, 2024, at 10:00 AM C.S.T. at Princeton City Hall (2000 East Princeton Drive). The purpose of this conference is to clarify any sections of the solicitation and answer questions which may be pertinent to the request. Any significant change to the solicitation resulting from discussions arising at the pre-RFQ-RFP conference will be issued in the form of an addendum and posted on CivCast. All participants of the Mandatory pre-RFQ-RFP conference will be notified of any addendum on CivCast. Qualification Submission must fully comply with all applicable requirements of the RFQ/RFP relating to Qualifications Submissions in Step 1 of the RFQ/RFP. No price or cost related information is to be included in a Qualifications Submission. Qualification Submissions will be reviewed, evaluated and ranked by the City, and/or its designees, using the following evaluation criteria: Group A Respondent and Team’s Experience Respondent and Team’s Technical Competence Respondent and Team’s Past Performance on Similar Projects The Professional Reputation of the Respondent and its Team Members based on References Provided on Similar Sized Projects The Quality of Services Provided by the Respondent and its Team on Similar Projects Group B Finalist’s Capability to Value Engineer Cost Savings to Keep Project within Budget Feasibility of Implementing Project as Proposed and Presented Ability of Respondent to meet schedules and estimated time of completion The extent to which the Respondent’s Submission complies with the requirements of the RFQ-RFP The Costing Development and Methodology of the Respondent (subcontractor markup, definition of general conditions, costs associated with general conditions, policies on retainage, policies on contingencies, discount for prompt payment, and expected staffing for administrative duties) Group C The long-term cost to the City of maintaining the facility (including, but not limited to energy costs, sustainability, quality of materials, and durability of the completed structure identified in SOQ) Group D The extent to which the Finalist meets the City’s needs Ability to reduce the delivery schedule as identified by the City Guarantees made by Finalist to achieve a reduced schedule The information submitted in Qualifications Submissions, will only be used in the evaluation of qualifications and not otherwise in Step 1. The City will rank the Qualifications Submissions according to the evaluation criteria and weightings set forth in the RFQ/RFP. Up to five (5) finalists will be selected for interviews. The highest-ranked Finalist will be invited to submit a Proposal in response to the Request for Proposals in Step II of this selection process. STEP II - Request for Proposals. A Proposal, submitted by the highest-ranking Finalist, that is addressed to City of Princeton, will be received at the City of Princeton City Hall located at 2000 East Princeton Drive, Princeton, Texas 75407. Response must fully comply with all requirements of the RFQ/RFP and the Design Criteria. Price and cost information is required to be included in the Proposal submitted. Significant indemnification and insurance requirements are included in the RFQ/RFP, including the provision of performance and payment bonds. The design and construction of the Project must comply with all applicable rules, laws, regulations and ordinances. Proposal must include a Guaranteed Maximum Price for the design and construction of the Project. Proposal must include substantial information relating to the proposed site for the Project. The successful Respondent will be required to provide all the development and project management services necessary to assure timely development, design, equipping and construction of the Project in full compliance with all the requirements of the RFQ/RFP, Design Criteria, applicable contracts and the Project Budget. The Proposal will be reviewed and evaluated by the City, and/or its designees. City rights reserved. City reserves the right to reject any and all Proposals, or select the Proposal that provides the best value to the City.
