participation plan submission under the “Overview” tab on the Ocean State Procures website, however, there is no Appendix A document available on the tab. Is this an error, or does the ISBE participation plan requirement not apply to this RFP since this is not a state-funded contract?

April 13, 2022 at 6:21:47 PM GMT On page 8 of the RFP-Agency Solicitations Specifications document, under 1. Technical Proposal, paragraph B. Bidder Capability and Key Staff Qualification, item c. Billing, Account Management, Reporting, and Auditing, there is a requirement for the bidder to describe its billing, account management, auditing, and reporting capabilities. Since this is a no-cost contract to the State of Rhode Island, and the bidder will not be billing the State for its services, should this requirement be deleted from the RFP?

April 13, 2022 at 6:22:56 PM GMT On page 8 of the RFP-Agency Solicitations Specifications document, under Section C. Proposal, paragraph 1. Technical Proposal, there is a requirement to limit the length of the Technical Proposal to 30 pages. Additional formatting requirements in the separate Solicitation Instructions documentation require bidders to use 12-point Times New Roman font, single-spacing, and 1” margins in all proposal documents. In order to accommodate these formatting requirements and provide the State with a detailed Technical Proposal, could the page limit for the Technical Proposal be increased to 50 pages?
