In any instance when an operational organization grows, there is a fundamental need to keep track of equipment and tools. Keeping accountability of tools and equipment is especially critical when it comes to
aircraft operations due to foreign object debris (FOD). The FAA defines FOD in AC 150/5210-24, Foreign Object Debris (FOD) Management, as any object, live or not, located in an inappropriate location in the airport environment that has the capacity to injure airport or air carrier personnel and damage aircraft. In an effort to prevent FOD from negatively impacting the operations, AOC enacted policy 209-2, the foreign object damage/debris prevention program and policy 221-12, tool control and accountability policy. Within these policies it underlines the importance of tool control. Given the requirements outlined by the policies and the influx of additional equipment and tools arriving at the center. AOC requires an intuitive software package dedicated to tracking the location, serviceability, and quantity of the equipment throughout the center.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
