The Federal Bureau of Prisons, U.S. Medical Center for Federal Prisoners, Springfield, Missouri, intends to make award on a sole source basis per FAR 13.106(b)(1) with Community Blood Center of the Ozarks, 220 W. Plainview Road, Springfield, MO 65810, for blood and blood components which meet the requirements of the Bureau of Biologic and American Red Cross Medical and Technical Directives. Contractor shall provide blood and blood products and identification of unknown blood antibodies twenty-four (24) hours a day, seven (7) days a week to include receiving products on a routine and STAT basis. Contractor shall have a reference laboratory to perform antibody screens locally.Estimated amount of blood products required: Packed Red Cells - 148 each, Fresh Frozen Plasma - 4 each, Platelet pheresis - 11 each, and Cyroprecipitate - 1 each.  This is a firm-fixed price purchase order for the performance period of October 1, 2019, through September 30, 2020.Any firm who believes it can meet
these requirements may give written notification to the Contracting Officer by July 24, 2019 2:00 pm. CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed and must show competition would be advantageous to the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice will solely be at the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. If no responses are received, the Government will proceed with the sole source procurement to Community Blood Center of the Ozarks.Responses to be emailed to rhanners@bop.gov by the response date above. Faith-Based and Community Based Organizations have the right to submit offers/quotes equally with other organizations for contracts which they are eligible. All vendors doing business with the federal government must be registered in the System for Award Management (SAM) system.
