WATER TOWER REHABILITATION & PAINTING REQUEST FOR PROPOSAL February 2, 2024 CITY OF GLADSTONE 4000 NE 76th Street Gladstone, MO 64119 Phone 816-436-5442 I. PURPOSE The City of Gladstone is requesting proposals and qualifications from professional engineering firms to assist in the preparation of contract documents, bidding, and construction services for the rehabilitation and painting of the 300,000-gallon Linden Water Tower located at 480 N. Locust and the 1-MG Antioch Water Tower located at 6803 N. Antioch Road. II. BACKGROUND INFORMATION The City of Gladstone is located north of the Missouri River and encompassed by Kansas City, Missouri. The City has a population of approximately 27,000 people spread over 9 square miles. The City operates and maintains its own 7.5-MGD lime softening water treatment plant, two (2) water towers, one (1) ground storage tank and pump station, and over 120-miles of water mains ranging in size from 4-inch to 24-inch in diameter. The Linden Water Tower
is currently not in service. III. ABBREVIATED SCOPE OF SERVICES An abbreviated scope of services is listed below: 1. Review existing water tower inspection reports. 2. Review the operation of existing valve pits at the base of each tower and SCADA connection for the Linden Water Tower. 3. Develop contract documents for the rehabilitation and painting of both water towers (interior and exterior as-needed). 4. Coordinate with cellular companies and other antennae owners as necessary to complete the work. 5. Develop a detailed phasing plan. It is anticipated that the Linden Water Tower will need to be completed first and placed back into service prior to work on the Antioch Water Tower. 6. Obtain all necessary construction permits from the Missouri Department of Natural Resources. 7. Evaluate the viability of a long-term maintenance agreement. 8. Assist the City with bidding and construction services as necessary. IV. PROPOSAL SUBMISSION REQUIREMENTS 1. Cover Letter 2. Table of Contents 3. Narrative to include the following: a) The firms specialized experience and technical competence with similar projects. Provide a minimum of three (3) examples. b) Professional qualifications of personnel expected to be assigned to the project along with a work chart identifying responsibilities. c) Documented history of completing similar projects on schedule and budget. V. SELECTION PROCESS A selection committee will review all proposals. The City, at its discretion, may conduct interviews. VI. CRITERIA FOR RECOMMENDATION 1. Firm’s specialized experience and technical competence. (10 points) 2. Professional qualifications of personnel assigned to the project. (10 points) 3. Documented history of completing similar projects on schedule and budget. (5 points) Qualification-based proposals are requested and shall not exceed 25 pages in length. VII. DESIRED SCHEDULE The desired schedule is as follows: 1. February 23, 2024 - Receive proposals from Consultants. 2. March 1, 2024 - Select consultant and negotiate detailed scope and fee. 3. March 25, 2024 - Present final contract to the City Council. 4. TBD – Bid project. VIII. TYPE OF CONTRACT The contract shall be time and materials with an established maximum fee. IX. DIRECTIONS FOR SUBMISSIONS Five (5) copies of the proposal must be submitted and arrive no later than 5:00 pm on February 23, 2024.
