Notice of Intent:Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to solicit a sole source contract to have repairs made to FLIR Ranger HRC-S US-DU Thermal Imaging cameras.  The Cape Cod Canal’s Marine Traffic Control System includes long range thermal imaging surveillance cameras that were manufactured by Teledyne FLIR Inc.  Three FLIR cameras have mechanical or electrical failures and internal components that are due for replacement.   The camera manufacturer Teledyne FLIR is currently the only company known that can complete the camera repairs to restore them to Original Equipment Manufacturer (OEM) Standards for functionality. The camera repair work includes performing maintenance and service to three FLIR Ranger HRC-S US-DU Thermal Imaging cameras.  All work performed by skilled and trained personnel under appropriate conditions at an offsite repair facility capable to return cameras and components back up to OEM standards for functionality.  Specific
repair work includes replacement of the internal cooler and testing of the complete assembly.  Work also includes general and preventative maintenance such as cleaning and adjustment of optics, checking internal cable and circuit board connections, adjusting image equalization, upgrade of internal firmware and full functional test of camera system.THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  It is a market research tool being used to determine the availability of other qualified sources that can perform the camara repairs identified above.The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent.  All responses received within 15 days of the posting of this notice of intent will be considered by the Government.  A determination by the Government based on this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose to help determine whether there are other sources for the FLIR cameras repairs.   Submit any inquiries within 15 days of the posting of this notice of intent via email to: Fred.e.riley@usace.army.mil.
