Hyperworks Finite Element Software License Renewal - Altair Enigneering

 The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for Hyperworks Software license renewals.  The services provided by Altair Engineering, Inc. will be to provide the annual license renewals for continued support and upgrade services of Hyperworks Finite Element Software.  The NAICS code is 511210 and the business size is $38,500,000. The proposed purchase order is being solicited on a sole-source basis to Altair Engineering, Inc.  The proposed action is for services to provide annual license renewals for continued support and upgrade services of Hyperworks Finite Element Software, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).  The basis for restricting competition is for the following reasons: Altair Engineering, Inc. is the sole developer of the Hyperworks software package and the only qualified company that can provide the required annual licenses.  The NSWCCD intends to award a firm fixed-price purchase order to Altair Engineering, Inc. using Simplified Acquisition Procedures.        Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 4 September 2019.  This notice of intent is NOT a request for competitive proposals.  However, all responses received by 4 September 2019 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.    Inquiries should be directed to John G.
