2023 Road Reconditioning Program Project Description :The scope of the work includes, but is not limited to, the following: • Traffic accommodation. • Shoulders must be pulled a minimum of 2 meters from the shoulder towards the toe of the slope. • Total uniform pulverization of vegetative materials that are brought onto the road surface. Product that is to be incorporated into the road surface shall be consistent in nature with no lumps, clumps, or large masses. • Existing gravel must be salvaged by windrowing to the opposite side of the roadway and then spread back over the finished grade and re-incorporated back into the roadway. • Side slopes must be kept between 4:1 and 3:1. If conditions do not allow for this specification to be met, the Contractor must obtain approval from County forces. • Culverts within the project scope will be marked by the County Public Works crew. Should marked culverts become damaged by the contractor, the County reserves the right to recover costs of
repair in the form of a reduction in overall project payment. Culverts that have not been marked are the responsibility of the County should repairs be required. • A 5% crown must be maintained. • An 8 meter finished road surface must be maintained throughout the project. Should the contractor encounter a section where the finished road surface would be more or less than 8 meters with pulling of shoulders; the contractor will consult with the County to find viable alternatives and alterations. • A minimum of 98% Standard Proctor Density compaction must be achieved through the use of sheep foot, smooth drum, and wobbly wheel packers. • All ditches must be finish graded to a smooth surface free of lumps, clumps, and large debris. • The entire water haul route must be maintained by the contractor, keeping the route free of ruts, ridges, and washboard. • It is the responsibility of the County to source sufficient water for the duration and completion of the project. The Contractor is responsible for transporting the required water to the work area. • A minimum of 1 mile of road reconditioning must be completed daily. It is imperative that this threshold be met in order for re-graveling to take place by County equipment at a reasonable and productive pace. This pace also allows for minimum disturbance and interrupted traffic flow of the travelling public. • There shall be no separate payment made to the contractor for a fuel surcharge.
