NAVSEA PEO USC PMS 406 is transitioning Unmanned Maritime Autonomy Architecture (UMAA) and Rapid Autonomy Integration Laboratory (RAIL) published information to the Naval Systems Engineering Resource Center (NSERC), due to the suspension of services by the Defense Intelligence Information Enterprise (DI2E). The intended timeline for industry access to NSERC is in Q1FY23, with additional information to be promulgated at an Autonomy Technical Exchange with industry invitations within the same quarter. Additional information on how to obtain access to NSERC will be shared in Q1FY23.In the interim, UMAA and RAIL information (DISTRIBUTION D, distribution authorized to Department of Defense and U.S. DoD contractors only) is currently available via Navy LIFT. Accounts may be requested by individuals holding a Common Access Card (CAC) through the portal at
target="_blank">https://portal.lift.mhpcc.hpc.mil/liftaccounts/logins.During this transitionary period, PMS 406 is unable to provide alternative (i.e., non-CAC holder) access to Navy LIFT. For any vendors that cannot access Navy LIFT and are directly supporting contacts which require the most up-to-date UMAA software standards or RAIL software development processes, requests for this information may be made via separate correspondence to the point of contacts listed below. Requests from vendors that are unable to access Navy Lift will be addressed on an individual basis; PMS 406 reserves the right to defer information access until the final repository within NSERC is available.Additionally, DISTRIBUTION A information (Approved for public release: distribution unlimited; e.g., UMAA ICDv 3.0.1) may be found on the Association for Uncrewed Vehicle Systems International website at https://www.auvsi.org/unmanned-maritime-autonomy-architecture.This notice is informational only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this notice. If a solicitation is issued in the future, it will be announced under Contract Opportunities via the System for Award Management (SAM) website (https://sam.gov/) and interested parties must comply with that announcement.POCs:LCDR Jessica Olena, jessica.j.olena.mil@us.navy.mil, PMS 406  Zack Gruskin, zachary.a.gruskin.ctr@us.navy.mil, PMS 406Dan Fisher, daniel.a.fisher46.civ@us.navy.mil, SEA02
