Scope of Work The City of Palm Bay is requesting proposals from qualified carriers for Group Medical ASO, Stop Loss Insurance and Health Savings Accounts for eligible employees, retirees and their eligible dependents for the 2021 plan year beginning January 1, 2021. No commitments for future purchases for this or any other project are implied and responding proposers should not infer any such intentions by the
City.
The City seeks proposals that will meet the following objectives as appropriate:
• Provide quality medical insurance benefits.
• Provide realistic and competitive, premiums for Medical ASO and Stop Loss.
• Provide Stop Loss proposals that match the City’s current option (Option #1). Those proposers who submit Option #1 may submit alternate plan options.
• Proposers must be able to offer a high quality, accessible provider network(s) sufficient to meet the needs and geographic diversity of a group covering 800+ members.
• Please note that local or regional networks may be proposed, but it is the City’s preference that national networks be made available to the employees, retirees, and their dependents.
• Proposers are encouraged to match current benefits. Any deviations must be noted in proposal.
• Florida Governmental Retirees must be allowed to continue coverage under the City’s insurance program as required by Florida Statue 112.08.
• Proposers are encouraged to provide performance guarantees, implementation guarantees, service guarantees, and network guarantees.
• Provide knowledgeable and comprehensive administration and excellent member service.
• Provide quality and ensure availability of educational and informational resources for employees, dependents, and retirees.
• Provide employees with online web resources that allow members to make informed choices about their insured benefits. This may include such resources as:
o Cost estimator tool for providers and procedures based on Proposer’s network discount or fee arrangement by provider.
o Claims history.
o Wellness resources.
• Support the City’s comprehensive wellness program for all members, with goals and objectives of increasing participation, improving overall health and reducing the health plans utilization and claim costs.
• The City seeks responses to include wellness dollars. Proposers are encouraged to provide at least $60,000 in wellness funds on an annual basis. Please disclose the amount of wellness dollars provided in your response and any restrictions/criteria for use of those funds.
• Proposers are encouraged to include the health management tools that will predict and manage emerging cases and diseases as well as additional evidenced-based, preventive wellness programs with measurable outcomes.
• Provide a complete, creditable and comprehensive reporting package for tracking plan performance and utilization.
• Medical and pharmacy ASO/TPA Proposers are encouraged to include Rx Rebates in its response. It is preferable that these rebates be made payable directly to the City.
• Proposals should include rates that are net of commission and are encouraged to provide multiple year rate guarantees for the ASO contract.
• Work collaboratively with the City’s broker, currently, the Gehring Group, to develop a long-term strategy to help control the increase in future claims cost and maintain a meaningful benefit level for the City’s covered employees, dependents, and retirees.
• Ensure all City plans are compliant with federal and State of Florida regulations.
