EXCEPTIONAL EDUCATION STUDENT FOREIGN LANGUAGE SERVICES\n\nRecommendation\n\n1. That the Duval County School Board approve the agreements for use between the\nDistrict and the companies listed on Exhibit A for the initial period from date of award\nthrough May 31, 2023 to provide foreign language interpreting services for eligible\nstudents with disabilities ages 3-22 and their families in Duval County.\n\n2. That the Duval County School Board authorizes the Chairman or Vice-Chairman, and\nthe Superintendent, to execute the contracts upon form approval by the Office of\nGeneral Counsel.\n\n3. That the Duval County School Board delegate authority to the Superintendent or\ndesignee to renew the award for subsequent years provided terms and conditions are\nsimilar and subject to availability of funds. The district reserves the right to cancel the\nagreements when in the best interest of the district.\n\nDescription\n\nThis is a request by the Executive Director of Exceptional Education and Student Services to\nprovide a source of service for Foreign Language interpreting services. The district issued a\ncompetitive solicitation, coordinated through DCPS Purchasing Services (ITB-038-22/JR).\nThrough the ITB process, three companies were identified as vendors to provide these\nprofessionals at schools throughout the district.\n\nGap Analysis\n\nDuval County is a diverse community with many families who do not speak English as a first\nlanguage. Without foreign language interpreting services, parents would not have the\nopportunity to actively participate in their child\u2019s education. In addition to aligning with the\ndistrict's mission to increase parent partnerships, approval of the ITB will enable the district to\nadhere to requirements set forth in the Individuals with Disabilities Education Improvement Act\n(\u201cIDEIA\u201d). IDEIA specifically requires that appropriate interpretation and translation services be\nprovided for parents at meetings regarding their child\u2019s evaluation and/or Individual\nEducational Plans (IEP(s)).
