UPDATE: CHANGES TO CLOSING DATE  & COMBINED SYNOPSIS/SOLICITATION (DATED 14 NOVEMBER)Combined Synopsis/Solicitation IAW FAR Subpart 12.6BPA Requirement for Locum Tenens Physician Services in Support of the U.S. Army Medical CommandThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.The solicitation number is W81K04-22-R-BPAP and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-93 and Defense Federal Acquisition Regulation Supplement Publication Notice 20161222.The North American Industrial Classification System (NAICS) is 561320, Temporary Health Services. The small
business size standard is $30,000,000 dollars. This procurement is 100% Total Small Business Set-Aside.DESCRIPTION OF REQUIREMENT: The Health Readiness Contracting Office (HRCO) has repetitive needs for a personal services of locum tenens and intends to enter into blanket purchase agreements (BPAs) in order to satisfy these repetitive needs. The BPA method will allow the U.S. Army Medical Command (MEDCOM) Health Readiness Contracting (HRCO) and other designated MEDCOM contracting activities within the Regional Health Commands to place calls for various specialties of locum tenens for temporary short term fills. This service is in support of military and DoD civilian medical staff at the military treatment facilities (MTFs) within the 50 United States and to contribute to a stable workforce tasked with providing quality health care services to a diverse beneficiary population. Short term requirements range historically from three to nine months, but each call issued under the BPAs will be for less than ten months. While short term requirements may occur year round, the summer months (May through September) are the most frequent due to military personnel transferring to new locations. In addition, the Army will be phasing in a new electronic health system which will require short term health care staffing support to maintain access to care during the transition. The Contractor shall provide personal locum tenens services to include primary care and specialty care in the above identified locations. Locum tenens includes: physicians, dentists (general and specialty), certified midwives, certified registered nurses anesthetists (CRNAs), nurse practitioners (NPs), physician assistants (PAs), and psychologists. See the Exhibit to the PWS for a list of locum tenens specialties.The BPAs are not contracts and are not funded. Funded BPA calls will be issued to order the locum tenens services. All responsible sources may submit a quote which will be considered by the agency. This agreement will be established in accordance with Federal Acquisition Regulation (FAR) 13.303, Blanket Purchase Agreements in conjunction will FAR Part 12, Acquisition of Commercial Items.The BPA will have a five year ordering period from 15 December 2022 through 14 December 2027. The contracting office, HRCO anticipates establishing a maximum of six (6) BPAs as a result of this solicitation.QUESTIONS CONCERNING THE SOLICITATION: The question/answer period has closed.RESPONSES: See FAR Provision 52.212-1, Instructions to Offerors – Commercial Items and ADDENDUM TO 52.212-1 for requirements regarding preparation of quotes. Quotes shall be fully executed and returned by the time specified below. Electronic submission via e-mail is required. Only emailed quotes received directly from the quoter are acceptable.
