Type-1 New Equipment Operator & Maintenance (O&M) Training to support Ground and Airborne Military Satellite Communication (MILSATCOM) Terminal System Sources Sought/Request for Information (RFI)This Sources Sought/Request for Information (RFI) “FA8735-20-R-XXXX (Airborne Military Satellite Communication (MILSATCOM) Terminal System)”, dated 15 January 2020, is for conducting market research for Type 1 New Equipment Operator & Maintenance (O&M) training. Responses to this announcement will be used solely by the United States Air Force to support future acquisition decisions.  This RFI is solely for information and market research purposes only; it does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the Government or a promise to issue a RFP in the future.  The Government will not pay for any information received from respondents to this RFI. This top-level synopsis provides a summary of the requirement at the unclassified level.  Businesses
interested in receiving the formal RFI to formulate a response should complete the attached Document Registration and Disclaimer Form as well as the Non Disclosure Agreement (NDA) and submit both via email to Mr. Arthur Bazdanes at arthur.bazdanes@us.af.mil no later than 22 January 2020. All other responses beyond that time period will not be reviewed. To receive the formal RFI, interested business must be a U.S. company, none foreign, with an active US CAGE Code and possess a Secret clearance at a minimum. The Company understands that the information is for domestic use only.  The information shall not be provided to any foreign Government, foreign personnel, or used in any type of contract with a foreign Government. Companies will need to designate two (2) individuals to receive the additional documentation.  Designated individuals will need to sign the attached Individual Non-Disclosure Agreement (NDA).  Companies will also need to send a Visit Request (VR) for a period of 30 calendar days after Sources Sought notice to AFLCMC/HNS via Joint Personnel Adjudication System (JPAS), SMO Code: LK1MFVH0, AFLCMC/HNS Security Manager:   Ms. Pamela Jones, email: pamela.jones.1@us.af.mil, (781) 271-5092.  Document requests that are missing required information and a signature will be returned without action.  The detailed RFI will be provided via encrypted email or mail when the submitted Document Registration and Disclaimer form, individual NDAs, COIs and Visit Requests are received and approved.Summary of Requirement: Air Force Life Cycle Management Center (AFLCMC) HNS FAB-T Program Office is conducting market research to identify industry sources capable of delivering Type-1 (new equipment training) to support the installation of the Family of Advanced Beyond Line of Site Terminal (FAB-T) both at CONUS, and OCONUS locations.  Training provided may require simultaneous course conducts at different installations sites worldwide.  It is the intent of this Sources Sought/RFI to assess the technical capability to provide Operator and Maintainer Training in support of the Advanced Extremely High Frequency (AEHF) MILSATCOM capabilities for both the Ground and Airborne (E4/E6) Command Post Terminal (CPT) installations worldwide. AEHF MILSATCOM capability is defined as radome/antenna system/terminal/modem/human-machine interface (HMI)/controls and displays. The terminal system will provide secure, protected and survivable communications in strategic and tactical operating environments.  The MILSATCOM terminal system will be interoperable with Milstar, AEHF and Enhanced Polar System (EPS) EHF Satellites utilizing both Low Data Rate (LDR) and Extended Data Rate (XDR) waveforms.  The Air Force is interested in identifying cost, schedule technical trades and risks to a solution which would provide a critical capability to the warfighter.Please direct questions and responses regarding this RFI to the Contracting Officer, Mr. Arthur Bazdanes, (781) 271-2952, arthur.bazdanes@us.af.mil, and contracting specialist Mr. William Parr (781) 271-7230 william.parr.4@us.af.mil no later than 22 January 2020.Attachment(s):1.
