This is a Sole Source notification. A written solicitation will not be issued. The Health Resources and Services Administration (HRSA), HIV/AIDS Bureau (HAB), intends to award a Firm Fixed-Price (FFP) contract to Jeff Murray's Programming Shop, Inc. (jProg), to support CAREWare Software Operations and Maintenance. CAREWare software has evolved into a comprehensive electronic health information system that has now become the source of over half of the Bureau's year-end data submitted by Ryan White HIV/AIDS Program recipients and providers of HIV care. The software has become central to the monitoring and evaluation activities of many recipients, and in a number of jurisdictions, is run on a full network across entire states or cities, allowing for data sharing across agencies and importing data from outside systems. The requirement supports CAREWare software application development, modernization and enhancements to meet legislative and programmatic reporting requirements for client
demographics and services. The requirement is to continue to ensure that CAREWare:a) Functions properly in different user settings (standalone, network).b) Remains up to date with regard to the latest reporting, coding, and schema requirements for the:- Ryan White HIV/AIDS Program Services Report (RSR),- AIDS Drug Assistance Program Data Report (ADR),- The End the HIV Epidemic (EHE) triannual report and- Quality management functions, including the performance measures.c) Is well-supported through a helpdesk and email service and technical support (Frequently Asked Questions) website.d) Is updated to meet the latest Health Insurance Portability and Accountability Act (HIPAA) and other pertinent government standards, including those promulgated by the National Institute for Standards and Technology (NIST) for security, privacy, and data encryption, and Section 508 of the Rehabilitation Act as it pertains to user interfaces for individuals with disabilities.e) Is updated to support the ability to import data into CAREWare from Electronic Medical Records (EMRs)/Electronic Health Records (EHRs) through an Application Programming Interface (API) using the Fast Healthcare Interoperability Resources (FHIR) standards as outlined by ONC and allows for the mapping of these FHIR-based imports into the native CAREWare database for ultimate generation of the RSR.jProg is uniquely positioned for the work because jProg, has copyright license to specific components of the software. Only the services offered by jProg can meet HAB's needs due to their unique, long-term experience, and that firm's copyright to specific features, functions and algorithms in CAREWare. No other organization would be able to meet HRSA's needs due to the unique "ownership" of the underlying software code.The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501(a). This notice of intent is not a request for competitive proposals. However, interested offerors may submit their capabilities or responses before the closing date and time of this notice to the Government for consideration.
