An RFP (Request for Proposal) will be issued for White Dress Gloves, Men’s and Women’s:PGC 00171 – Gloves, Men’s White Dress PGC 01377 – Gloves, White Dress, Women’sNSN: 8440-00-160-0770 – Size S NSN: 8445-00-310-1151 – Size 68440-00-160-0874 – Size M 8445-00-310-1152 – Size 6 1⁄2 8440-00-160-0875 – Size L 8445-00-310-1153 – Size 7 8445-00-310-1166 – Size 7 1⁄2 8445-00-310-1172 – Size 8 8445-00-310-1177 – Size 8 1⁄2 8445-00-310-1179 – Size 9The Gloves, Men’s White Dress are to be made in accordance with specification A-A-55236 and the Gloves, White Dress, Women’s are to be made in accordance with specification A-A-59495.The requirement will be issued as a 100% total small business set-aside. The resulting award will be firm fixed price IDIQ (Indefinite Delivery, Indefinite Quantity) type contract. The duration of the contract will be four years. The contract will consist of four tiers, one for each year of the contract with tiers 1, 2, 3, and 4 corresponding with the first, second,
third, and fourth years of the contract respectively.Teir 1 will have a minimum quantity of 24,812 pairs and AEQ of 62,028 pairs. Tiers 2 through 4 will have a minimum quantity of zero pairs and AEQ of 62,028 pairs.The award will have a not to exceed contract total maximum quantity of 310,140 pairs for the life of the contract. The maximum quantity that can be ordered in any 30-day period will be 8,615 pairs. Note that all glove quantities referenced are cumulative totals of both the Men’s and Women’s Gloves.Lowest Price Technically Acceptable Source Selection procedures will be utilized. The evaluation factors will include: 1) Product Demonstration Model and 2) Terms and Conditions.Delivery terms will be FOB Destination, inspection and acceptance at origin. Delivery destinations will include: Austin, Texas (VSTZ). Production Lead Time will be 150 days after the date of the order.Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. The solicitation will be posted on the DLA Internet Bid Board System (DIBBS) home page at: https://www.dibbs.bsm.dla.mil/. It is anticipated that the solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after 11 September 2023.All contractors MUST be registered in SAM (System for Award Management) in order to be eligible for award. All responsible sources may submit offers, which DLA Troop Support shall consider.Please note that ALL material used in the fabrication of this item shall be furnished by the successful offeror. This solicitation contains DOMESTIC RESTRICTIONS, which means all components and all manufacturing must be obtained/performed within the United States. The Defense appropriations and authorizations acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and “specialty metals” (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.DLA Troop Support has developed a web-based system that allows manufacturers the ability to request specifications, patterns and drawings on our contracting page.
