The Humphreys Engineer Center Support Activity (HECSA) intends to solicit for and negotiate a Multiple Award Task Order Contract (MATOC) for the required services as specified in the Performance Work Statement (PWS). FAR Part 15 procedures will be used. It is anticipated that task orders will be Firm Fixed-Price (FFP). Private industry may identify their interest and capability to response to any future requirements of this nature.This Sources Sought Notice is for market research and planning purposes only and is not to be construed as a commitment by the Government. This IS NOT a Request for Proposals, Invitation for Bids, or an announcement of a solicitation. Responses to this Sources Sought Notice are strictly voluntary and will not affect any potential offeror's ability ro submit an office if a solicitation is released. There is no solicitation documentation associated with this announcement. The purpose of this Notice is to identify potential sources, conduct market research to
determine the capabilities of industry, and develop a complete requirements package. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this Notice or pay for the information solicited. No entitlement to payment of any costs or charges by the government will arise as a result of preparing submissions in response to this Notice and the Government's use of such information.Submission Requirements: the Government is seeking to identify qualifed sources under North American Industry Classification System (NAICS) 541330 - Engineering Services or 541511 - Custom Computer Programming Services. Private industry is encouraged to respond to this Notice if they are interested in receiving a future Request for Proposals (RFP) for the requirement described in the attached PWS. Background: The Contractors shall provide all personnel, management, supervision, equipment, material, tools, quality control, and other items necessary to provide software engineering services to support on-going software development projects for the Hydrologic Engineering Center (HEC).Typical services will include development on the following software programs:River Hydraulics: HEC programs HEC-River Analysis System (RAS), Sediment Transport, and RAS MapperHydrologic Analysis: HEC programs HEC-Hydrologic Modeling System (HMS) and HEC-Meteorological Visualization Utility Engine (MetVue)Hydrologic Statistical Analysis: HEC programs HEC-Statistical Software Package (SSP)Reservoir System Analysis: HEC programs HEC-Reservoir System Simulation (ResSim)Data Storage:  HEC programs HEC-Data Storage System (DSS) and HEC-DSSVueFlood Risk and Consequence Analysis:  HEC programs HEC-Flood Damage Reduction (FDA), HEC-Flood Impact Analysis (FIA), and HEC-Watershed Analysis Tool (WAT)Environmental Analysis: HEC programs HEC-Regime Prescription Tool (RPT), HEC-Ecosystem Functions Model (EFM), HEC-EFM Plotter, HEC-GeoEFM, HEC-EFMSim, and Water Quality Modeling.Miscellaneous improvements to other software packages.Most of the coding for the software development requirements will be completed in the Java programming language, but portions also include Fortran, C/C++ and Visual Basic.net.  The contractor shall provide task specific assistance in applied research, engineering analysis, program design, software development, support, and maintenance, testing, documentation, and training.  Software shall be developed using a variety of productivity tools that enable fielding the products in a multi-platform Corps field office environment.  The software is targeted for multi-user applications in a network environment employing state-of-the-art use of Graphical User Interface (GUI), graphic display, database, visualization, map, and animation technology, using object-oriented programming concepts.Under the anticipated MATOC, the Contractors shall undertake specific tasks associated with hydrologic engineering software design and prototyping, software coding, testing, documentation, support, training, applications, and deployment for HEC software development projects.  Task Orders will be issued defining the specific task to be undertaken and product(s) to be developed. Instructions: After review of the attached PWS, interested parties should submit a response in MS Word or Adobe PDF format. All information must be unclassified material only. Any party submitting proprietary information must mark that information clearly. Submissions should not exceed 20 one-sided 8 1/2 inch by 11 inch pages, with one-inch wide margins, with a font size no smaller than 11 point. Respondents should include the following as part of their submission. 1. A Summary of Qualifications (SOQ) that detail the respondent's capability to provide the required services as detailed in the PWS. Information from within the past five years including any on-going contracts is desireable. Include Contracting Activites/Agencies, Contract Numbers, Contract Value, Contract Period of Performance and a Point of Contact who can verify the information provided. 2. A completed Questionnaire provided as an Attachment to this Notice. This Questionnaire is not considered part of the page count. Interested parties must submit a response to this Notice by email only no later than Monday 17 October 2022. No phonecalls will be accepted for this Notice.
