The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) and Cost Reimbursable (CR) type contract for Professional Import/Export custom Brokerage Services in accordance with the attached Statement of Work and the Contract Data Requirements List (CDRLs) for one (1) base year with four (4) one (1) year option periods. See the attached Combined Synopsis/Solicitation.Amendment # 1 - The pupose of this amendment is to answer an industry question as detailed below:Q1. Are any of the items to be transported covered under the ITAR?A1. NoAmendment #2: The purpose of this amendment is to answer industry questions as detailed below:Q2. Is this a new requirement or follow-on requirement?  If a follow-on, who is the incumbent and what is the incumbent contract number?A2. This is a follow on requirement. The incumbent is JCI Logistics, LLC, contract # N66604-19-P-3891Q3. Does the offeror need to have a facility clearance?A3. NoQ4. Is there a level
of effort – historical data for the number of shipments and type of cargo (classified and unclassified), locations, etc… for the past 2-3 tears?A4. As stated in the solicitation, the Level of Effort is 750 hours per year for labor associated with all import/export services. The Government has also provided a set fill in amount for CLINs 0002, 0004, 0006, 0008, and 0010 covering Import/Export Fees, Storage Fees, Customs Fees, Foreign Customs Fees, Bond and Service Fees, Ocean Freight Fees, Air Freight Fees, Inland Freight Fees, Value Added Tax, Terminal Handling Fees, and Shipping Containers paid for on behalf of the U.S. Government via the Cost Reimbursement CLINs. The Statement of Work outlines the type of cargo and anticipated locations in the Background Section. Based on the information provided in the solicitation, the Government has determined that additional historical data is not necessary to quote on this requirement.Q5. The solicitation notes that you require both a valid custom’s brokers license as well as the ability to perform freight forwarding services. We are able to provide the freight forwarding services without issue, but when we work on clearing freight for our customer’s, we partner with a separate broker, as we do not ourselves have a broker license. Is it OK to do the same for this solicitation? Or do we ourselves have to have a valid license?A5. The offeror is required to have a valid custom broker’s license issued by either the US Department of Treasury or US Customs and Border Patrol.
