Insulfoam Facility The Alaska Department of Environmental Conservation (ADEC) proposes to issue renewal Air Quality Control Operating Permit AQ1081TVP03 to Insulfoam, a division of Carlisle Construction Materials, LLC for the Insulfoam Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.Applicant: Carlisle Construction Materials, 1285 Ritner Hwy, Carlisle, PA 17013Location:  628 Western Drive, Anchorage, AK 99501;
                 Latitude 61.226112 North; Longitude 149.891292 WestActivity:  The Insulfoam Facility produces expandable polystyrene foam products.Emissions: Potential emissions for the stationary source will not exceed: 0.5 tons of particulate matter, 6.2 tons of NOx, 0.04 tons of SO
2, 5.3 tons of CO, and 245 tons of VOCs. The total emissions of regulated air pollutants is 257 tons per year.ADEC Preliminary Review: Based on review of the
applications, ADEC has drafted a preliminary permit decision for the Insulfoam Facility.Available Information: Copies of the permit application, ADEC’s draft operating permit and draft statement of basis are available at the following ADEC offices M–F from 8:00 AM to 4:30 PM:ADEC/APP, 555 Cordova Street, Anchorage, AK 99501, 907-269-7577ADEC/APP, 410 Willoughby, Juneau, AK 99801, 907-465-5100The draft permit documents are also available at:
http://dec.alaska.gov/Applications/Air/airtoolsweb/AirPermitsApprovalsAndPublicNotices.Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by the close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
