Global Content Delivery Services II (GCDS II)

This is a combined synopsis/solicitation for Global Content Delivery Services II (GCDS II).  This effort is Full and Open Competitions and will establish an Indefinite Delivery, Indefinite Quantity contract using FAR 15 based on Best Value Trade off evaluation criteria.The acquisition is to provide state-of-the-art global content delivery capacity to meet current and future Department of Defense (DoD) customer requirements across the Defense Information System Network (DISN) and any other networks utilized by DoD users.  Defense Information Systems Agency (DISA) is required by DoD to enhance communication effectiveness through improved information interoperability.  GCDS meets net-centric services by deploying content delivery capabilities at DISA-owned and other DISA approved processing locations.  The objective is to obtain reliable, responsive, and cost effective content delivery services that are dynamically scalable, and utilize an on-demand service approach to support DISA and other DISA-approved locations in the continental United States (CONUS) and outside of the continental United States (OCONUS). There are nine (9) attachments to the RFP:  Exhibit B-1 Price Model;  J-1 Performance Work Statement (PWS);  J-2 Quality Assurance Surveillance Plan (QASP);  J-3 DD Form 254;  L-1 Question & Answer Template;  L-2 DISA Small Business Subcontracting Plan;  L-3 DISA Small Business Participation Plan;  Section L – Instructions, Conditions, and Notices to Offerors;  Section M -  Evaluation Factors for Award.Questions for this requirement should be submitted via email to mallory.a.moss.civ@mail.mil and kevin.l.poore.civ@mail.mil NLT 4:00 P.M Central Time on 11 June 2020.  Proposals are due NLT 2:00 P.M Central Time on 02 July 2020.Responses to questions and revised documents posted on June 23,
