The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve United States Air Force’s application for an integrated review for Air Quality Control Minor Permit AQ0307MSS05 and Air Quality Control Operating Permit AQ0307TVP04 for the Eareckson Air Station, under Alaska Statutes 46.14 and regulation 18 AAC 50. Applicant: United States Air Force, PACAF Regional Support Center (PRSC)/CC, 10471 20th Street, Suite 265, Joint Base Elmendorf-Richardson (JBER), Alaska 99506-2101 Location: 52o 42 ́ 45" North; 174o 6 ́ 49" West Activity: Minor Permit AQ0307MSS05 is classified under 18 AAC 50.508(6). Operating Permit AQ0307TVP04 is a renewal permit that also incorporates Minor Permit AQ0307MSS05. For Minor Permit AQ0307MSS05, only conditions being revised in response to the application and as described in the technical analysis report are open to public comment. Emissions: The potential annual emissions of regulated air pollutants at the stationary source
are: 14.40 tons of PM, 964.52 tons of NOx, 165.54 tons of SO2, 64.40 tons of CO, 64.26 tons of VOC and 0.76 tons of hazardous air pollutants. Total PTE is 1,273.12 tons per year. ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Eareckson Air Station under AS 46.14 and 18 AAC 50. Available Information: Copies of the permit application, ADEC’s draft operating permit, and draft statement of basis (SOB) are available at the following offices: ADEC Air Permits Program, 410 Willoughby Avenue, 2nd Floor, Juneau, AK 99801-1795 ADEC Air Permits Program, 555 Cordova Street, Anchorage, AK 99501 These documents are also available at ADEC’s website at: http://dec.alaska.gov/Applications/Air/airtoolsweb/AirPermitsApprovalsAndPublicNotices/ Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
