This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.The solicitation number is 70Z035-20-Q-JMA45600 and is issued as a Request for Quotation (RFQ).The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101.Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not
an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror” or a derivative of that word appears, it is changed to "quote/quoter” or a derivative of that word.  The associated NAICS code is 541990.USCG Sector Anchorage has a requirement to purchase:Contractor is to provide assistance in the planning and vessel response strategies in the use of an Oil Spill Response Vessel (OSRV) or Vessel of Opportunity (VOO) to the U.S. Coast Guard in a remote location of Alaska.Statement of Work Summary:A consultation team is assigned to assist with developing a plan and the OSRV/VOO is provided to enable the USCG to execute the 2020 PREP FE ACP GRS Validation (National Preparedness for Response Exercise Program Functional Exercise for Area Contingency Plan Geographic Response System Validation).  The exercise will be conducted in Bristol Bay: Northern Zone, a high threat area for oil discharge response under the USCG Sector Anchorage’s Federal On-Scene Coordinator authority and jurisdiction.This exercise meets USCG Sector Anchorage requirements under the Oil Pollution Act of 1990 (OPA 90) and the National Oil and Hazardous Substance Pollution Contingency Plan (NCP), 40 CFR Part 300 (as further detailed in the USCG Marine Environmental Response Manual, COMDTINST M16000.14 (series), and the National Preparedness for Response Exercise Program (PREP) Guidelines), in addition to the USCG Arctic Strategy (May 2013).Consultation Specifications:The consultation team is required to design exercise specifications, including a Tier I review, scheduling, travel and supply logistics, and the Action Plan development. Contractor is required to transport USCG Sector Anchorage personnel due to the remoteness of the exercise location, the absence of other adequate means of transportation and support, and provide specialized capability of an OSRV to deploy and retrieve oil discharge response equipment.The ability to support USCG Marine Environmental Response Manual, COMDTINST M16000.14 Validation Level I:Available for Period of Performance: July 1, 2020 to September 30, 2020. Vessel Deployment Specifications:The ability to support USCG Marine Environmental Response Manual, COMDTINST M16000.14 Validation Level III, Equipment Deployment:Deployment of identified oil discharge response equipment to verify its performance in the specified operating environment,Deployment of identified oil discharge response equipment in areas targeted for inconclusive Level II validation strategies,Deployment of identified oil discharge response equipment performed in high-risk areas where rapid and efficient response is critical.Provide vessel, crew, fuel, and lube oils for maritime transportation and support of up to (4) USCG personnel to Northern Bristol Bay from/to Dutch Harbor, Alaska.Provide maritime transportation and deployment of oil discharge exercise equipment to Northern Bristol Bay from/to Dutch Harbor, Alaska.Provide oil discharge exercise equipment and logistics, to include usage and required shipping of gear and equipment from Anchorage to Dutch Harbor and back.Provide necessary disposal of waste generated by the exercise. 3.
