The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Silixa LLC., upon the basis of the authority provided at FAR 13.106-1(b).ERDC-CRREL’s Biogeochemical Sciences Branch in Fort Wainwright, AK seeks to procure (1) Silixa LLC Ultima-XT distributed temperature sensor (DTS).The DTS unit must be a stand-alone unit with an on-board PC and user friendly software interface and 4 optical channels. The unit must provide temperature and spatial resolution from 0.01°C. The spatial sampling needs to be 25 cm and a 65 cm spatial resolution with a 10 km maximum range. It must be configurable to produce both single-ended and double-ended measurements with minimum measurement time of 1 second. The unit must be able to operate in temperatures from -40°C to +65°C; on solar or wind power without compromising the superior accuracy and reliability. The unit must have
self-calibrating utility and on-board solid state storage. The unit must be able to be configured and controlled remotely via a wireless or satellite link enabling remote data collection. The system needs to have low power requirements (12-24V DC).Silixa LLC is the only source reasonably available to meet the Government’s requirement. ERDC-CRREL requires the exact equipment in order to continue a field experiment while maintaining integrity and consistency with prior data collected. The DTS unit must be the same brand and model as the original unit to connect with the portions of ERDC-CRREL’s fiber optic array. As such, no other DTS units can be considered for this requirement. The Ultima XT DTS (10 km max variable range, 4 channels, with 25 cm sampling) manufactured and sold exclusively by SILIXA LLC is the only DTS unit that meets the requirements necessary to continue the research project.The associated North American Industry Classification System (NAICS) code is 334516, which has a size standard of 1,000 employees.This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed.
