This bid must be submitted as one\nindividual bid, with costs broken down and will be\nawarded to the contractor with the lowest bid who\nis showing an active registration with SAM.gov.\nIf a contractor is not registered in the SAM.gov\nsystem, or if a contractor is not listed as \u2018Active\u2019 in\nthe SAM.gov system, your company will not be\nconsidered the lowest responsible bidder, and the\nnext lowest bidder will be chosen. The survey was conducted by an AHERA-accredited and State of\nIlinois/Missouri certified asbestos inspector in general accordance with NESHAP\ninspection requirements. Interior/ Exterior building components were surveyed and\nhomogeneous areas of suspect asbestos-containing materials (ACM) were visually\nidentified and documented. Although reasonable effort was made to survey\naccessible suspect materials, additional suspect but un-sampled materials could be\nlocated in walls, in voids or in other concealed areas. Suspect ACM samples were\ncollected in general accordance with the sampling protocols(3-5-7) outlined in EPA\nregulation 40 CFR 763 (Asbestos Hazard Emergency Response Act, AHERA).\n\nProject Objective\n\nWe understand this asbestos survey was requested due to the planned demolition of\nthe building. EPA regulation 40 CFR 61, Subpart M, National Emission Standards for\nHazardous Air Pollutants (NESHAP), prohibits the release of asbestos fibers to the\natmosphere during demolition or renovation activities. The asbestos NESHAP requires\nthat potentially regulated asbestos-containing building materials be identified,\nclassified and quantified prior to planned disturbances or demolition activities.\n" "Field Activities\n\nSurvey activities began with visual observation of the interior and exterior of the\nBuilding(s) to identify homogeneous areas of suspect ACM. A homogeneous area\nconsists of building materials that appear similar throughout in terms of color,\ntexture and date of application. Interior assessment was conducted throughout\nvisually accessible areas of the building(s). The exterior survey included an\nassessment of the exterior walls, windows and doors. The roof system was not\nsampled and therefore should be assumed to contain asbestos- Building materials\nidentified as concrete, glass, fiberglass, wood, masonry, metal, foam, plastic and\nrubber were not considered suspect ACM.\n\nPhysical Assessment for Asbestos\n\nA physical assessment of each homogeneous area of suspect ACM was conducted to\nassess the friability and condition of the materials. A friable material is defined by\nthe EPA as a material which can be crumbled, pulverized or reduced to powder by\nhand pressure when dry. Friability was assessed by physically touching suspect\nmaterials.\n\nSample Collection\n\nBased on results ofthe visual observation, bulk samples of suspect ACM were\ncollected in general accordance with AHERA s
