PROJECT TITLE: National Mall and Memorial Parks (NAMA), Thomas Jefferson Memorial (THJE) Exhibit Planning and Design PROPOSED SOLICITATION NUMBER: 140P3020R0041 CLOSING RESPONSE DATE: Proposal due date is estimated to be 09/14/2020 CONTRACT AWARD NUMBER AND DATE: Number TBD; Date estimated to be prior to 09/21/2020 CONTRACTOR: TBD GENERAL: The National Park Service (NPS), Department of Interior, anticipates issuing a solicitation for the project described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around 08/21/2020 (subject to changes). PROJECT SCOPE: The NPS is seeking qualified contractors, other qualified firms, or organizations to provide commercial services for exhibit planning and design of new exhibits for National Mall & Memorial Park's (NAMA) Thomas Jefferson Memorial (THJE) located in Washington, D.C. to include all labor, materials, facilities, and travel necessary to complete all elements of the requirement. Successful Offeror will provide exhibit planning and design services (commercial) for the lower level of the Thomas Jefferson Memorial for improvement of visitor services/interpretive programming. Work shall include the planning and design of all exhibit structures, graphic layouts, audiovisual elements, interactive elements, artwork, artifacts, historical vignettes, sculpted models, lighting design, and information/ticketing desk. There shall be no fabrication or installation included in this requirement. PLACE OF PERFORMANCE: National Mall & Memorial Park, 900 Ohio Drive, SW, Washington, D.C. 20024 ESTIMATED MAGNITUDE OF SERVICES: Project magnitude is estimated to be between $495,000 and $600,000. PROCUREMENT TYPE: The Government anticipates awarding a firm-fixed price commercial service contract to meet this requirement. SET-ASIDE: This acquisition will be a 100% Small Business Set-aside. Offers will be solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and shall be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: 541410 - Interior Design Services and; 541490 - Other Specialized Design Services, Small business size standard for both NAICS is $8,000,000. Offerors shall be required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website. An interested party must have one of the identified NAICS on their SAM.gov Representations and Certifications to be considered as a potential offeror. PRODUCT SERVICE CODE (PSC): T001, Arts/Graphics BONDS: Offerors are not required to submit proof of their bonding capacity with their proposal due to this requirement being for planning and design efforts only. PERIOD OF PERFORMANCE: The contract performance period is expected to not exceed 1 year from the start date of the awarded contract. PRE-PROPOSAL CONFERENCE / SITE VISIT: It is anticipated that a Virtual Pre-Proposal Conference / Site Visit will be scheduled on or around 09/01/2020 at 2pm EST via Microsoft Teams. Specific details regarding the site visit will be provided in the solicitation. SOURCE SELECTION PROCESS: Proposals received in response to the solicitation will be evaluated in accordance with source selection procedures outlined in FAR Part 12 for Best Value Trade-Off. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
