The Forest Service anticipates awarding multiple Blanket Purchase Agreements for tree climbing, caging, and collecting cones, pollen and scion from individual white pine (WP), whitebark pine (WBP), western larch (WL), lodgepole pine (LP) trees, ponderosa pine (PP) trees, western red cedar WRC), western larch (WL), and Engelmann Spruce (ES) on the Idaho Panhandle NF and the Nez-Perce-Clearwater NF.The BPA will be effective for three years and the total will not exceed $150K.The North American Industry Classification System Code (NAICS) is 115310 and the small business size standard is $7.5 million, set-aside 100% for small businessThe Contractor shall furnish all labor, equipment, supervision, transportation, supplies, and incidentals to perform the work (except those items designated as Government-furnished property).Scion CollectionScion will be collected during late dormancy and will usually occur in mid-October through late February. Dates of operation will be specified in the BPA
call, and will ensure that the Government can deliver the scion to the Coeur d'Alene Nursery by close of business to be determined (based on a Fall or Winter collection).Pollen CollectionPollen shall be collected during late spring and early summer. Successful collection shall require good communication and rapid response from the Contractor. Pollen from different species ripens at different times throughout the spring/summer. The Government will issue a BPA call for pollen collection between March 15 and June 1. The Contractor shall be responsible to monitor trees for signs of ripening.Cone CollectionCones shall be collected during late summer and early fall. Successful collection shall require good communication between the Contractor and the Contracting Officer Representative (COR) in each location. Different species have different collection needs and timing. The Government will issue a BPA call for cone collection between early August through September. The Government shall monitor cone development, squirrel early predation and insect issues.The solicitation package will include the Schedule of Items, Performance Work Statement, and additional required documentation and will be available approximately on April 25, 2017 and should be downloaded from this website at that time.Estimated dates of work:BPA Year 1 - Work is estimated to begin May 15, 2017 and run through approximately February 28, 2018.BPA year 2 - March 1 , 2018 through February 28, 2019BPA year 3 - March 1, 2019  through February 28, 2020BPA calls will be competed based on price and availability.
