Management & Budget Analyst IIMilwaukee Metropolitan Sewerage DistrictLink to Apply$75,517.75 - $88,876.88EXCELLENT benefits package including medical, dental, no-cost vision, vacation, personal, sick, & 10 paid holidays!The Milwaukee Metropolitan Sewerage District (District) is a regional government agency that provides water reclamation and flood management services for about 1.1 million people in 28 communities in the greater Milwaukee area.  The District's mission protects public health and the environment through world-class, cost-effective water resources management, leadership, and partnership.    The District is seeking qualified candidates for the position of Management and Budget Analyst II.  Reporting to the Director of Finance/Treasurer in the Finance Division, the Management and Budget Analyst II will ensure District budgets are developed and administered in a manner that will achieve its mission while ensuring the cost efficient and effective use of District
resources.   Essential Duties and Responsibilities:Budget preparation to include analysis of budget requests, understanding and prioritizing requests, compiling the initiatives to be funded and communicating this in the annual budget document.  Examine the budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and District objectives.Identify significant budget issues and potential solutions.  Understand proposals and costs beyond current year and provide forecasts of future expenditures or revenues. Work with cost center managers who may need assistance in budget development, such as project planning or cost estimating.Budget administration to include monitoring the budget by reviewing reports and working with cost center managers to determine if allocated funds have been spent as specified.  If variations appear between the approved budget and actual experience, explain the causes of the variations along with a year-end projection and potential solution or alternative.Inform cost center managers and others of the status and availability of funds in different budget accounts.Assist cost center managers with the administration and understanding of impacts on their budgets.Conduct timely vacancy analyses and efficiency and effectiveness studies of various District operations.Work on cost analyses for special projects or contracts for decision making.Work on special projects as assigned and work as part of analytical teams to study, identify, and evaluate alternatives for District programs, operations, and policies.Examine past and current budgets and research economic and financial developments that affect the District’s spending.Qualifications:Bachelor's degree in public or business administration, accounting, policy analysis, economics, or related fieldTwo to three years of job-related experience; or an equivalent combination of education and experienceStrong budget and financial experienceBudget forecasting experienceStrong interpersonal, written, and verbal communication skills Ability to make cost-effective recommendations Ability to prepare reports and make presentations Computer software proficiency in Microsoft Office; Crystal reporting skills preferredGFOA training in Best Budget Practices and strong business writing and presentation skills preferredMMSD is committed to equal employment opportunity and to nondiscrimination in all aspects of the employment relationship.  All persons offered a position with the District will be required to provide proof of the COVID-19 vaccination at the time of their hire or have an approved religious or medical accommodation within 10 days of hire.
