DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) for Remediation of the Jacobsville Neighborhood Soil Contamination Superfund Site, Evansville, IN.The project will remediate residential soils within the Jacobsville Neighborhood Soil Contamination Superfund Site, Evansville, IN, (https://cumulis.epa.gov/supercpad/cursites/csitinfo.cfm?id=0508142) to meet the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), the National Contingency Plan (NCP), and the 2009 Operable Unit 2 (OU2) Record of Decision (ROD). The remedy selected in the 2009 OU2 ROD is necessary to protect human health from risks posed by exposure to contaminated soil containing lead and arsenic.As described in the ROD, the
major components of the selected remedy for OU2 include:Residential soils containing concentrations greater than the arsenic and/or lead cleanup levels will have the soils excavated to the depth that the elevated concentrations were found, up to 18 inches. If physical barriers exist, such as large trees, soil will be excavated around the barrier to the extent possible. Engineering controls will be implemented during the remedial action to prevent exposure to lead and arsenic from dust created by the excavation of the soils. Building foundations, permanent walkways and fixtures will not be affected by the soil excavation.Once excavation is complete, clean fill will be placed in the excavated areas and the lawns will be returned to as close to their original condition as possible.Excavated soils will be transported to a Resource Conservation and Recovery Act (RCRA) Subtitle D landfill. This remedy assumes that the excavated soil will not be characterized as hazardous waste.TYPE OF CONTRACT AND NAICS: USACE plans to award an Indefinite Delivery, Indefinite Quantity (IDIQ) Single-Award Task Order Contract (SATOC) with Firm-Fixed-Price task orders. This will be considered Environmental Remediation Services (ERS) under NAICS Code 562910.SELECTION PROCESS: This is a single phase procurement. The proposals will be evaluated using a Best Value Trade Off source selection process. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Prime Contractor Past Performance, Technical, and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation.DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest.ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or around 19 August 2022.
