THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES.The Bureau of Reclamation¿s Missouri Basin Regional Office intends to award a contract for storage of approximately 1.5 million artifacts that are the property of the Bureau of Reclamation Oklahoma Texas Area Office, Oklahoma. This collection is currently stored at the Museum of the Great Plains where it has resided since 2014. The Museum of the Great Plains meets the Department of the Interior Museum Property Directive 14 (Facility Checklist for Spaces Housing DOI Museum Property) requirements. Reclamation has found the Museum of the Great Plains to be the only source that can meet the curation requirements due to restrictions in feasibility and value in meeting requirements outlined in DOI Museum Property Standards for moving fragile archaeological artifacts. Simply, the cost associated with moving the collection would outweigh any benefit achieved by relocating the collection.Reclamation anticipates Request for Quote (RFQ) No.
140R6023Q0016 for this requirement will be issued to the System for Award Management (SAM) website on or around January 23, 2023, as a sole source requirement. Proposals will be due approximately 10 calendar days after the solicitation is issued. The resulting contract will be for a 1-year base period and include four additional 1-year option periods. The Government anticipates an award on or around January 31, 2023, and services to begin February 1, 2023.Since Reclamation¿s experience is that only one responsible source can fully provide the services that will satisfy the agency¿s requirements, a Determination to Solicit from a Single Source is being prepared.Vendors that have questions regarding the sole source nature of this requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer. To allow for sufficient Government consideration and potential quote evaluation, vendors must submit their written Letter of Interest no later than January 30, 2023, at 2:00 PM MST. Responses received after January 30, 2023, may not be considered by the Government.Letters of Interest in response to this notice must be emailed to the Contract Specialist, Howard Heflin, at hheflin@usbr.gov. All responses should include the vendor¿s Unique Entity Identifier (UEI) and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a ¿small business¿ or an ¿other than small business¿ under the North American Industry Classification System (NAICS) Code 712110 Museums. This sector has a small business size standard of $34 million.A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.SYSTEM FOR AWARD MANAGEMENT (SAM) ¿ Effective October 2018, all contractors interested in doing business with the Federal Government must be registered in the System for Award Management (SAM) database at the time they submit their offer; contractor must provide their Unique Entity Identifier (UEI) with their quotation. S. Department of the Treasury's Invoice Processing Platform System (IPP).The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date.
