The Communications-Electronics Command (CECOM) Integrated Logistics Support Center (ILSC), is seeking to award a contract to Elbit Systems of America to perform repair services on AN/PSQ-20 and AN/PSQ-20As Enhanced Night Vision Goggle (ENVG) equipment, and perform engineering support services. Previous market research history indicates that this item was previously manufactured and supported by Elbit Systems of America (CAGE13567) and is currently manufactured and supported by Elbit Systems of America (CAGE 13567). The Night Vision Device: AN/PSQ-20/AN/PSQ-20A, is a modular, monocular, field configurable, passive, electro optical night and day vision device. The Enhanced Night Vision Goggle (ENVG) is a helmet mounted passive device for the individual soldier that incorporates image intensification and long wave Infrared (IR)/thermal sensors for night and day operations. The ENVG optically combines an image intensification and next generation IR image, allowing for improved mobility
and situational awareness through clear target identification and improved target detection. The ENVG allows the warfighter to detect man sized targets at ranges 50 to 300 meters. The contract requirements will include repair of the AN/PSQ-20 and AN/PSQ-20As. Contract requirements will also include: a. Test and Inspect (T&I): Test and inspection is required to determine the level of repair and verify the repaired system is in a serviceable condition. b. System Repairs: The levels of repair are defined as major or minor and determined by the affected part(s) that needs to be replaced as defined in the Performance Work Statement (PWS). c. Cover Repairs: The front and rear covers are the most required part for system repairs. d. Controlled Substitution: Controlled substitution is required to utilize parts from systems defined as Beyond Technical Repair (BTR). e. Lay-In Material: Lay-in Material are parts required to complete repairs that are stored at the contractor’s facility.
