Extension to the Marshall Integrated Program Support Services (MIPSS) Blanket Purchase Agreement and Associated Task Orders

THIS NOTICE CONSTITUTES AMENDMENT NUMBER 1 TO THE PRESOLICITATION NOTICE FOR EXTENSION TO THE MARSHALL INTEGRATED PROGRAM SUPPORT SERCIES (MIPSS) BLANKET PURCHASE AGREMENT AND ASSOCIATED TASK ORDERS. This notice serves as the official amendment to subject Presolicitation and a written amendment will not be issued.   The purpose of this amendment is to revise/update the previously provided NAICS code 541330.  The Government intends to utilize NAICS code 541715 to extend the subject Blanket Purchase Agreement and associated Task Orders.  Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. CST on April 13, 2018. *******************************************NASA/MSFC has a requirement for continued uninterrupted support as currently provided by Victory Solutions, Incorporated (VSI) under Marshall Integrated Program Support Services (MIPSS) Blanket Purchase Agreement (BPA)

NNM13AA09Z and associated task orders NNM13AA64T and NNM13AA66T through April 30, 2020.  Task Order NNM13AA64T, Cost Estimating and Analysis (CE&A,) provides cost estimating relationship (CER) improvement, schedule estimating relationships, cost risk analysis, and joint cost-schedule risk analysis.  Task Order NNM13AA66T, Configuration Management and Data Management (CMDM) provides support services in the area of technical resources management for efforts ranging from budgetary analysis for project execution to schedule development and analysis support.The extension is required in order to allow for additional time to identify Agency requirements that may be used in developing the requirements for the follow-on competition. Additionally, the extension will allow MSFC to align the MIPSS follow-on competition with Agency guidance to regionalize the support services. NASA/MSFC intends to procure continued uninterrupted support on a sole-source basis from Victory Solutions, Incorporated (VSI) under Marshall Integrated Program Support Services (MIPSS) Blanket Purchase Agreement (BPA) NNM13AA09Z and associated task orders NNM13AA64T and NNM13AA66TThe Government does intend to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. CST on April 13, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
