The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) intends to award a firm-fixed price blanket order agreement (BOA) order to provide engine special support equipment (SSE) to be utilized on a repair and change out of an LM2500+ engine to Rhinestahl CTS. The NSWCPD intends to procure a total quantity of thirty-six SSE items contained under one kit.  The LM2055+ propulsion gas turbine engine is a General Electric (GE) marine product and is used by the US Navy.  Rhinestahl CTS is GE’s original equipment manufacturer (OEM) tooling provider.  As a result, Rhinestahl CTS is the only source with the complete technical data package, including engine design drawings essential to produce the LM2500+ engine SSE. The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to 31 May 2018 will be considered by the Government. A determination by the Government not to compete with this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive
