Project: tender_6998 - Development and Provision of a Mortgage Broker Course in English and French Detailed Description
This Request for Bids (RFB) is an invitation to prospective Bidders for the development and provision of a Mortgage Broker Education Program, using qualifying standards provided by FSCO, as further described in Attachment 3 - The Deliverables (the “Deliverables”). The successful Bidder will recover all of its costs through tuition fees charged directly to students and will not be paid by FSCO. Fees must be the same for English and French Services.
The term of the agreement is to be for a period of four (4) years with an option for FSCO to extend for one (1) additional year. This RFB is issued by Her Majesty the Queen in right of Ontario as represented by the Minister of Finance, Financial Services Commission of Ontario (“FSCO”).
Scope of Work
This program is intended for mortgage agents who intend to seek licensing as mortgage brokers in Ontario. Under the Mortgage Brokerages, Lenders and Administrators Act, 2006, in order to qualify for licensing, mortgage brokers are required to meet educational standards approved by the Superintendent of Financial Services.
The Supplier will be responsible for developing the course and examination based on the curriculum and competencies prescribed by FSCO; providing information and registration services to candidates; scheduling and delivering courses and examinations; maintaining electronic databases of registered candidates and candidates’ results, and producing reports.
Stage One of the program (delivered via distance learning) should be available in English by February 2018. The Supplier will offer Stage Two of the program (in-class seminar and examination) at least three times per year, in a location where student demand is greatest (most likely the Greater Toronto Area). The Supplier must also be able to demonstrate that it can offer the program in French.
All amendments to the associated notice, including amended documents, plans and specifications (where applicable), are issued by the originator of the notice.
