 1.  Introduction/PurposeThe Federal Aviation Administration (FAA) is conducting a market survey to determine if any Universities of the Airliner Cabin Environment Research (ACER) Center of Excellence (COE) is interested or capable of providing a data driven process to assess and thoroughly review the reports and databases, from the three big cabin air studies, and the ASHRAE database/VIPR study to determine the range of concentrations of constituents and what constituents that are likely to occur in the cabin during normal operations and identify any sensor technology that potentially could be applied to detecting oil and hydraulic fluid contamination in bleed air contamination, in accordance with the attached draft Statement of Work. This acquisition is for the FAA's Aircraft Certification Service (AIR), which is part of Aviation Safety (AVS).  This effort is intended to comply with the intent of FAA  Reauthorization Act of 2018, Section 326 (c), which states that “…the
Administrator shall commission a study by the Airliner Cabin Environment Research Center of Excellence—(1) to identify and measure the constituents and levels of constituents resulting from bleed air in the cabins of a representative set of commercial aircraft in operation of the United States;(2) to assess the potential health effects of such constituents on passengers and cabin and flight deck crew;(3) to identify technologies suitable to provide reliable and accurate warning of bleed air contamination, including technologies to effectively monitor the aircraft air supply system when the aircraft is in flight; and(4) to identify potential techniques to prevent fume events.2.  Incumbent Contractor (if applicable) Not applicable3.  Nature of Potential AwardIn an effort to comply with the intent of FAA Reauthorization Act of 2018, Section 326 (c), the FAA intends to limit its consideration of an award to fulfill these requirements to ACER COE Universities. This survey will aid the FAA in evaluating the level of interest and capability that exists among the ACER COE Universities to accomplish this effort. No specific acquisition strategy has been finalized at this time, and the FAA may utilize different approaches to fulfill the requirements outlined herein and in the attached draft Statement of Work.4.  Standard LanguageThis announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP), but an invitation for ACER COE Universities to express interest and provide information regarding their relevant knowledge, skills, and capabilities. Information submitted in response to this market survey may be used to assist the FAA in finalizing its acquisition strategy.The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals.  The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.  Any costs associated with the market survey submittal is solely at the interested vendor’s expense. Please read the entire Market Survey carefully.  This Market Survey does not guarantee that a solicitation or procurement of any kind will be issued and it should not be construed as a commitment by the Government to enter into a contract.5. If appropriately marked, such information will not be released to the public by the FAA, except as required under the Freedom of Information Act (FOIA) or any other applicable law, regulation and/or policy.
