Early Childhood Program Quality and Professional Registry Data System

The Early Childhood Support team will be issuing a Request for Proposal to build out the Delaware Early Care and Education (ECE) Portal. The Portal is a comprehensive system that will 1) interface with numerous databases; 2) provide a central location to capture information by building (including, but not limited to): early childhood professional profiles, a professional registry, child care program supports, caseload management and monitoring systems for child care licensing and quality improvement specialists, application and approval process for state-funding grants and quality-improvement awards, application and approval process for state-sponsored scholarships, and have reporting capabilities for data analysis. The purpose of the system is to streamline data management to ensure an easy-to-understand user experience for the early childhood professional and early childhood program to allow DOE leadership to make data driven decisions on policies and initiatives. This is a multi-vendor award process. If the Vendor can create and maintain a portion of this system, the Vendor should describe its ability to meet these requirements for that portion of the
