The Department of Health and Human Services intends to negotiate on a sole source basis with the Lyceum Business Services LLC.Description: BackgroundThe U.S. Public Health Service Commissioned Corps (USPHS) is an elite team of more than 6,600 full-time, well- trained, highly qualified public health professionals dedicated to delivering the Nation's public health promotion and disease prevention programs and advancing public health science. Corps officers serve in a variety of positions throughout the U.S. Department of Health and Human Services (HHS) and certain non-HHS Federal agencies and programs that focus on key areas of disease control and prevention; biomedical research; regulation of food, drugs, and medical devices; mental health and drug abuse; health care delivery; and international health.Scope of WorkCommissioned Corps Personnel and Payroll System (CCP). CCP is the web-based, real-time, workflow enabled, personnel and payroll management system providing electronic
initiation and processing of military personnel actions, computing compensation and maintaining personnel and payroll records for Active Duty and Retired Officers of the Commissioned Corps. The CCP system provides a full range of services from call to duty through retirement.Currently, Lyceum Business Services is the contractor with intrinsic knowledge of United States Public Health Service military payroll business rules and mandates. Re-establishing all of the services in another interim environment which are required to meet CCHQ needs and those of CCHQ financial auditors is high risk and not fiscally responsible. This sole-source Bridge Contract with Lyceum will enable continued services while a new requirement will be competed for a new system.Contract period: 12 months from July 1, 2022 through June 30, 2023ResponsesThe proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government.
