The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with Thermo Fisher Scientific, West Palm Beach, FL for the purpose of renewing a Limited Service Contract Agreement for (1) MAT 253 Isotopic Ratio Mass Spectrometer.This is a sole source requirement inasmuch as Thermo Fisher Scientific has proprietary rights to the design and software utilized in the instrument. As OEM, only Thermo Fisher Scientific has access to performance verified component parts, spare parts, software, technical support, upgrades and engineering resources to maintain the original operating specifications. Furthermore, Thermo Fisher Scientific Service Engineers are the only certified and factory trained engineers available to service the instrument. A firm fixed-price purchase order to acquire the maintenance support plan will be negotiated and issued on or about 20 Sep 2019 for a 12-month
performance period and include (4) 1-yr. option periods. No solicitation package will be issued.This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. The government will consider responses received by 5:00PM, EST, 12 Aug 2019. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This Notice of Intent is not a Request for Quotation (RFQ) nor is it a request for competition.
