It was determined that this is the only analyzer capable of providing supply/service necessary that meets the need of the agency. James J. Peters VAMC intends to award a contract on a sole source basis for the Roche H&E 600 Stainer for Histology upon the basis of the authority provided in 10.U.S.C 2304(c)(1) and implemented by FAR 6.302-1. This procurement is being conducted under NAICS 334516. The Anatomy Pathology Laboratory at James J. Peters VAMC requires an automated special stain stainer and an H&E stainer with cover slipper to improve slides staining quality, TAT, and

minimize requests for re-cutting and staining. This contract will include the capital purchase of an automated special stain stainer and a hematoxylin and eosin stainer with cover slipper with a 12-months extended manufacturer warranty. The contractor shall provide the equipment, service, and all supplies to JJP VAMC for this contract. The contractor shall perform in accordance with the terms of this contract. This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and no telephone or email inquiries will be accepted. No contract award will be made on the basis of proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement and should furnish detailed data concerning their capabilities to provide supply/services sought including pricing data and technical data sufficient to determine that a comparable source to the government is available. The government may consider all Expressions of Interest received prior to July 13, 2022, at 8AM. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Submitters are responsible for ensuring their EOI reaches the designated contracting officer on-time Must be able to provide a special stain stainer with the ability to run complex stains simultaneous with simple stains. Also, must be able to provide a hematoxylin and eosin stainer with the capability of individual slide staining instead of dip and dunk method.
