Amendment 00002 provides clarification to RFI's, RFI with answers final document is posted on the SAM.gov website. This is a final clarification to any and all RFI's. No further clarifications will be provided, please put your proposal with any unknown risks together with assumptions as needed. There is no change in the due date.Amendment 00001 updates the due date because of the delay in posting the RFI answers to 2/10/23 and posts all the RFI answers to the RFP. The RFI's are on one document so please read it carefully as it does contain information helpful to the RFPs, technical information to help you price your proposals. This amendment changes all errors in the RFP through the RFI's and it will become part of the contract. All further RFI's are closed. See attached Amendment 00001 PDF documents and ensure the amendment is in your proposal package to acknowledge the amendment.The California Area Youth Regional Treatment Centers (Sacred Oaks Healing Center (SOHC), Davis, CA &
Desert Sage Youth Wellness Center (DSYWC), Hemet, CA) are the newest Indian Health Service (IHS) service units in California. These programs provide residential substance use treatment to youth (age 12-17) who are eligible for IHS care. The purpose of this project is to create a recognizable brand, develop a clear and effective marketing strategy using a variety of means, and implementing the strategy resulting in increased referrals to care.This project will create a branded identity, outreach strategy, and implementation of that strategy for our treatment programs. The creation of this identity must be done collaboratively with our multiple stakeholders and it must be both culturally relevant and appropriate. The branding will require the contractor to work with our treatment team and community members to gather input and suggestions. The contractor will then prepare a branding package which will include at a minimum a standard logo, font, and color scheme. The contractor will also be responsible for creating marketing/outreach materials such as brochures, flyers, and/or similar products. All products/packages must comply with federal, HHS, and IHS specific standard. Additionally, all items will need to be provided in a useable electronic format for the treatment centers.The outreach strategy will consist of two parts. The first will be to create an effective outreach campaign to reach youth and their families. The second part will be to create an effective outreach campaign to reach possible referral sources which include but are not limited to Tribal/Urban health programs. Please read the PWS/SOO, both documents are very similar, but details of the program are in both. This will result in a Buy Indian, Commercial, firm-fixed priced, contract for a base year plus two option years. The award is based on a source selection best value, trade-off, refer to the RFP for all details on the technical factor's and subfactors. The RFP contains attachment 1-PWS, SOO, attachment 2-Trade Off source selection information, attachment 3- IEE representation form (must be submitted with proposal package completed) and attachment 4-commercial clauses.
