FOR INFORMATION ONLY:This Pre-Solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this Pre-Solicitation notice should be submitted in writing via email to the listed Point of Contact(s).Construction Project:U.S. Army Corps of Engineers (USACE), Seattle District, proposes to conduct maintenance dredging (mechanical clamshell) in the Entrance and Pt. Chehalis reaches of the Grays Harbor Outer Harbor, Grays Harbor, WA. Up to 300,000 cubic yards (CY) of dredged material may be dredged and disposed of via bottom-dump barge in the Point Chehalis Open Water Disposal Site. Minimum project dredge depth is -46 feet MLLW (-42 authorized depth plus 2 feet allowable overdepth) and maximum project dredge depth is -48 MLLW (advance maintenance). The total length of dredging cannot exceed 25 days. The dredge and disposal areas are located in between the North and South Jetties, between Ocean Shores and Westport.WARNING: The project
area is subject to rough ocean marine conditions, with potential for swells, high wave energy, and tidal currents. Tidal currents can reach 4 knots in this reach of the channel. In the entrance channel significant wave height can reach 6 feet. Dredge equipment must be of size and stability to be able to dredge, transport and dispose in this highly dynamic project area. Dredging may start on or after 1 August 2019 and must be completed by 30 October 2019.The magnitude of construction is estimated to be between $1,000,000 and $5,000,000. The resulting contract will be firm-fixed-price.Solicitation number W912DW19B0010 will be posted to the Federal Business Opportunities (FBO) website, www.fbo.gov, on or about 11 June 2019. The solicitation will be an Invitation for Bids (IFB). Bids will be due no sooner than 30 calendar days after actual solicitation issuance date. See the solicitation for details about bid opening. The NAICS code for this procurement is 237990, Other Heavy and Civil Engineering Construction, and the associated small business size standard is $27,500,000 in average annual receipts.
