Air Force Materiel Command, Air Force Life Cycle ManagementCenter, Wright-Patterson AFB OH, intends to negotiate a sole sourceFirm-Fixed Price contract for Gartner for Research and AdvisoryLicenses in accordance with the format in FAR Subpart 15.2, assupplemented with additional information in this notice. Thecontract will be awarded to Gartner, LLC., Market research was previously conducted and it has been determined that this is a solesource requirement IAW FAR 6.302-1.This is not a request for competitive proposals and no solicitation isavailable. All responsible sources may submit a capabilitystatement, proposal, or quotation which shall be considered by theagency. Interested sources must respond in writing with clear andconvincing evidence to support their ability to provide the requiredsupplies/services within four (4) days of this publication.A determination by the Government not to compete this actionbased on responses received is solely within the discretion of

Sean Tucker has been appointed as Ombudsman to hearconcerns from offerors, or potential offerors, during the proposaldevelopment. The purpose of the Ombudsman is to communicatecontractoconcerns, issues, disagreements, and recommendations tothe appropriate government personnel. Existence of theOmbudsman does not diminish the authority of the programdirector or the contracting officer. Accordingly, the Ombudsmandoes not participate in the preparation of solicitations, theevaluation of proposals or the source selection process and,therefore, for routine matters on individual solicitations, pleasecontact the buyer at the telephone number listed herein.
