CITY OF REVERE, MA INVITATION FOR BIDS FOR SUPPLY AND INSTALLATION OF HOT MIX ASPHALT Bid No: MUN-2024-1009 Separate sealed bids will be received by the City of Revere Purchasing Agent, Michael Piccardi, at his office, Revere City Hall, Revere, Massachusetts, prior to 10:00 am, April 4, 2024, at which time they will be opened and publicly read. This bid is for the Supply and installation of hot mix asphalt and associated work, including milling or pulverization of existing roadways, casting adjustments and all necessary preparation work. Specifications and proposal forms may be obtained from the office of the Purchasing Agent, Revere City Hall, 281 Broadway, Revere, MA 02151, beginning March 7, 2024 electronically from the Office of the City Purchasing Agent, Michael Piccardi at purchasing@revere.org. Each bidder must deposit with their bid, a Bid Bond or a Certified or Treasurer’s check from a Bank or Trust Company or Money Order of not less than five percent (5%) of the first-year total of the bid. The selected contractor shall provide Performance and Payment Bonds for the faithful fulfillment of the contract. The dollar amount awarded a vendor for the first year of the contract shall be the dollar amount used to determine the amount of the performance and payment bonds. Bonds shall be renewed upon any and all expirations throughout the duration of the contract. The right is reserved to reject any or all bids or any part of a bid, which in the opinion of the City Purchasing Agent is most advantageous to the City of Revere. The Awarding Authority reserves the right to extend the contract for two (2) additional 12-month options. Valuation for purposes of MassDOT Prequalification is based on first year times three (3) to arrive at an estimated total value of all bid items. The estimated value provided in this Invitation to Bid is for one year. Vendors are expected to be able to provide their services over three (3) years at three (3) times the initial estimated value. MassDOT prequalification of contractors with the class of work as, Pavement – Surfacing or Highway - Construction, for the project with an estimated value of $5,675,250 will be required under this contract. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract that the contractor must ensure the employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin under Executive Order 11246, as amended. The successful bidder shall be required to comply with Section 3 of HUD Regulations relative to the project area and local concern when applicable and all pertinent Federal and State Laws.
