This is a SOURCES SOUGHT notice to obtain market research for information concerning small businesses capable of performing crane inspection services for the Huntington District of the U.S. Army Corps of Engineers (USACE) and the Regional Rivers Repair Fleet (R3F). This notice should not be construed as a commitment by the Government for any purpose.Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions and/or to award Blanket Purchase Agreements (BPA) for crane inspection services within the servicing areas.The Government must ensure there is adequate competition among the potential pool of available contractors. The North American Industrial Classification System Code (NAICS) is 541380, which has a size standard of $15M in average annual received for the previous three years.Other than small businesses may respond to this notice in the event the market does not indicate small business interest; however, preference will be
given to the small businesses.Responses are due by close of business on March 23, 2019 and should be emailed to Leah Morgan. Her contact information is at the end of this announcement.The R3F operates within the Huntington, Pittsburgh, and Nashville Districts on the main stem of the Ohio River from Pittsburgh, Pennsylvania to Cairo, Illinois as well as the following: Allegheny River, Monongahela River, Kanawha River, Tennessee River, and Cumberland River. This sources sought announcement is from the Huntington District office in West Virginia, but will cover all districts' civil and military requirements spanning across all or portions of the states of ILLINOIS, KENTUCKY, TENNESSEE, ALABAMA, INDIANA, OHIO, WEST VIRGINIA, and PENNSYLVANIA.The Huntington District may establish BPAs with multiple Contractors (Holders) who are qualified to perform crane inspection services on a variety of crane manufacturers. Crane manufacturers include but are not limited to the following: P&H, Grove, Dresser, Manitowoc, Link Belt, Broderson, and Sea Trax. The individual BPA Holders will service one or more of the states listed above. Type of cranes include but are not limited to: mobile cranes, crawler cranes, overhead cranes, hydraulic cranes, floating cranes, etc. with capacities ranging from 5 to 550 tons.The following requirements will apply to all services performed under these BPAs regardless of the state in which the work will be performed. Inspections should identify all deficiencies and/or items which would affect the safe operation or reduce the lifting capability of the crane/hoist. Inspections should utilize industry standard methods and procedures, the cranes' past performance, and anticipated usage as determined from previous inspection records and crane operator and maintenance log books. All inspections must be documented and include items checked and results of the inspection, with the date and printed name and signature of the qualified person who conducted the inspections. All inspection forms must conform to the manufacturer's requirements and must be specific to the model crane on which the inspection is being performed.If providing a response, companies are requested to provide details of their experience performing inspections of all types and sizes of industrial mobile and overhead cranes and hoists, as well as any experience in preparing USACE Accident Prevention Plans and points of contacts of the USACE personnel or customer you served.
