The following factors shall be used to evaluate offers:Award will be made to lowest price offer that meets specifications including terms and conditions, and past performance.TECHNICALSubmission Requirements and Evaluation Criteria:Any crane maintenance past performance conducted on U.S. Navy cranes or on U.S. Navy installations.  The Contractor’s proposal shall include documentation of proposed Crane Maintenance Technicians’ qualifications as required by SOW paragraph 1.4.1.2. PAST PERFORMANCEThe Government will validate vendor(s) past performance information through Contractor Performance Assessment Reporting System (CPARS).  Government will accept anything other than an “Unsatisfactory” rating in CPARS.(b) As-Directed Items. The Government will evaluate offers for award purposes by adding the total price for all line items, including as-directed items, to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the as-directed prices are significantly unbalanced. Evaluation of as-directed items shall not obligate the Government to direct work for these line items.(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
