All proposals must be organized in accordance with the format listed below. Proposers should describe in detail and provide evidence supporting the qualifications requested below. Conciseness and clarity of content are emphasized and encouraged. Vague and general proposals will be considered non-responsive and result in disqualification. Non-conforming and non-responsive proposals may be rejected at the discretion of College officials. 2.2 EVALUATION CRITERIA A Technical Review Committee will evaluate the Technical Proposal of each Bidder as provided in this section. Those Bidders who submit Technical Proposals that are judged not acceptable will be notified in writing; their price bid will remain unopened. The general purpose of the information to be provided in the Technical Proposal is to establish the extent to which the Bidder will install owner supplied UPS equipment; is capable of performing the work in a manner which will serve the best interests of the College; and will
deliver a completed project which will satisfy the requirements of this ITB. The Technical Proposal must provide all of the information requested in this section of this ITB and satisfy the requirements as well. 2.3 REQUIREMENTS All Technical Proposals must be organized in accordance with the format listed below. Non-conforming and non-responsive Technical Proposals may be rejected at the discretion of College officials. 2.4 ORGANIZATION OF PROPOSAL Proposals must be organized in the following format: Technical Proposal Title page Overview of Firm Key Supervisory Personnel Construction Subcontractors Project Experience Work Plan Safety Plan MBE Participation Affidavit of Accuracy Form Contractor Information Form Acknowledgement of Addenda Conflict of Interest Statement Ethics Statement Bid/Proposal affidavit Howard Community College Bid Title: Network Operations Center Electrical Redundancy Project Bid Number: 24-005 Bid Opening Date: February 29, 2024 4 Financial Statements Contractor’s license Other Failure to include all the documents may render the proposal non-responsive and the offer may be rejected. 2.5 TITLE PAGE The title page must be on company letterhead and should include the name and address of the firm submitting the proposal, a contact person at the firm for the Technical Proposal, including email and phone number, and the date of submission. The page should also state the ITB title and bid number. 2.6 OVERVIEW OF FIRM All services furnished under this contract shall be from engineering or construction firms that have been in business for at least five (5) years, and must be currently licensed as required by the Construction License requirements contained in Title 17, Subtitle 6 of the Business Regulation Article of the Annotated Code of Maryland. Additionally, firms must be insured as required by the provisions of this ITB in the area where the work is to be performed. Failure to provide such proof may result in the firm being determined to be non- responsive and not eligible for award. Provide a brief but informative history (i.e., date established, type of work initially done, type of clients, how company has grown; etc.) of your firm inclusive of the year in which your firm commenced providing construction services. Provide summary information on your firm’s specific background in doing electrical installation projects, including any work done by the proposing firm in the higher education setting. It should be noted that the College does not want a list of every higher education project constructed by the firm. Only those projects providing significant additional information about the firm’s experience should be included. Provide information related to the size of your firm inclusive of the number of employees and the breakdown among supervisory and non-supervisory. If the firm is a local office of a parent company, please also provide an employee breakdown specific to the local office and note in which office the proposed key personnel are located. Complete the "Current Workload form" and list current projects for which the firm is committed, the dollar volume of each project, and the time frame for each project. In addition, please describe the firm's ability to accomplish the proposed services on the College’s project within specified time frames in the space provided on this form. This information is to be provided for the responsible branch office only, not the parent organization, unless the parent organization is the Proposer.
