BACKGROUND: Battelle Memorial Instittue, Pacific Northwest Division (Battelle) operates the Pacific Northwest National Laboratory (PNNL) through a prime contract with the U.S. Department of Energy (DOE) at its Richland, Washington office. PNNL is one of DOE's 10 national laboratories managed by DOE's Office of Science. PNNL conducts a wide variety of research for other DOE offices as well as government agencies, universities, and industry.Battelle currently employs approximately 4,400 staff members to operate the main PNNL campus in Richland, Washington; a marine research facility in Sequim, Washington, and satellite offices in Seattle and Tacoma, Washington; Portland, Oregon; Albuquerque, New Mesixo; and Washington, D.C. Battelle has operated PNNL for the DOE and its predecessors since 1965.The work conducted at PNNL involves a variety of potential safety and health hazards. These hazards are identified and managed using the core functions and guiding principles of Integrated
Safety Management. The variety of research conducted at PNNL has the potential to expose employees to a number of hazards ranging from chemical, physical, biological agents, radiological, and ergonomic stressors. An established industrial hygiene program is in place that meets the requirements of Title 10 Code of Federal Regulations (CFR) Part 851 (10 CFR 851), other applicable Federal and State Regulations, and the work requirements needs of PNNL. This program provides a comprehensive process for identification and control of workplace hazards.SCOPE: The purpose of this Contract is for a comprehensive Occupational Health and Medical (OH&M) services at PNNL. The DOE promulgated Title 10 CFR 851, "Worker Safety and Health Program," requires DOE contractors to establish a worker protection program that will reduce or prevent occupational injuries, illnesses, and accidental losses by providing employees with safe and healthful workplaces. As a Federal prime contractor, Battelle also complies with the Drug Free Workplace Act of 1998. A related regulation for DOE sites is 10 CFR 707, "Workplace Substance Abuse Program at DOE Sites."Battelle's overall objective for the OH&M and Staff Clinic services is to deliver high quality service to facilitate the workforce to be physically and mentally able to accomplish the duties assigned in a safe and healthful manner.Additional objectives include: (1) provide appropriate and cost-effective occupational medical examinations and surveillances as required to support PNNL that are alo protective of the workforce, (2) provide services and processes that are efficient and cost effective, (3) provide occupational health evaluations and treatment for work injuries and emergency stabilizaiton, (4) provide care for minor self-limiting personal health conditions, (5) collaborate on efforts to reduce work-related illnesses and injuries and to enhance worker health and wellness, and (6) provide medical support for emergency preparedness planning and drills.Contact Information: Joanne D.
