Alternative Source for Test Inks

The Bureau of Engraving and Printing’s (BEP) Office of the Chief Procurement Officer on behalf of its Material Technical Contracts Division – Ink intends to award a sole source, firm fixed price, research and development, Indefinite Delivery/Indefinite quantity contract for the development of currency test ink.The intended contractor is Luminescence Sun Chemical Security LLC (LSCS), 35 Waterview Blvd, Parsippany, NJ 07054, USA. The Government intends to award a sole source contract utilizing a Justification & Approval in accordance with FAR Subpart 13.106(b)(1)(i).  The North American Industry Classification System (NAICS) code is 541715 and PSC code is AJ13.BEP is seeking an additional source for currency test inks for continuity of operations. LSCS has demonstrated its ability to provide development and formulation of security printing inks for ink lab analysis, feasibility print trials and validation/verification print trials but requires further development to support BEP’s

production presses.  This notice of intent is not a request for competitive offers/quotes/proposals. A determination not to compete this requirement is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  The solicitation will not be posted. Any cost associated with the preparation and submission of data or information or any other costs incurred in responding to this notice is the sole responsibility of the respondent and will not be reimbursed by the Government. To be considered, responses MUST be received NO LATER THAN 12:00PM, EASTERN TIME, MARCH 18, 2022.Additionally, interested sources must be registered and currently active in the System for Award Management (SAM), found at https://www.sam.gov.
